Resolve a Challenge: Before Payouts Can Proceed

All challenges must be addressed on-chain before payouts. Challenge period: after matching, before finalization (~1 week). Issues: incorrect results, fraud, miscalculation. Admins/chef review and resolve; recalculate if needed. Once resolved, click "process payouts"; if challenges remain, action fails. Verify transactions on NEAR blocks. Payout dashboard: QF overrides, notes to NEAR.social, judge weight feature; soon UI for judge weight in round settings.
